Anything that can be done about this kid?

Hey, there's this kid, around 17 years old, and he is a menace to my neighborhood. He dropped out of school, doesn't work, fights/jumps people. He fights kids that are 12, and people who won't even fight back. His family is fine with the way he is, and everyone is afraid to call the cops. I'm waiting for Karma to get him or for him to end up in jail. Anything I can do that would be affective? Any help would be great. Thanks.
