Need Help With Window AC I have Experience!?

I have a Model: LW2511ER window AC that is about 1 month old now and dims the lights every time the compressor tries to start up. It retries to start every 10 seconds or so but is never able to start. The capacitor is good and it is getting 240 between the start and common terminals on the compressor. I tried putting a hard start on to get the compressor to run but am getting nowhere, is there something else i should be checking? PS i have 5 1/2 years ac service experience but am stumped with this.
