Outboard won't turn over, intermittant.?

In answer to your question, yes, you can byp the solenoid with jumper cables as a ``get me home`` fix, but it`s not really addressing the problem. Your solenoid sounds OK, usually they will either work or not. I would spend some time on your wiring, replace any splices, clean all terminals and connections. Any wiring that the insulation is cracked or checked needs to be replaced. Make sure all connections are tight, and that the wiring harness is secured. When insulating splices, use "wet location" shrink tube, electrical tape is not good insulation in damp locations like boats.
